2019 Mercy Corps (AFD)

Financial inclusion advisor for an agriculture development project. Using market system development approach, the program aims to improve the business environment, access to financial services as well as to reactivate the agriculture value chains.

Consultant objectives and activities include:

• Assess the financial service sector and MSME access to finance constraints;

• Establish support mechanisms, including a credit guarantee fund;

• Establish alternative financing mechanisms like saving and loan groups and other;

• Support mobile money providers to extent operations in the target region and to provide additional services to farmers and rural MSMEs;

• Develop and support the capacity building activities to the financial services providers, farmers and 3 rural MSMEs.

• Support other programmes (livelihood projects) that have activities related to financial inclusion and interaction with formal finance institutions.

Consulting Services for Feasibility study on Setting up a Credit Guarantee Scheme (CGS) in support of MSME access to finance

• Conduct an in-depth assessment of financial sector to identify potential gaps/bottlenecks related to MSME access to finance,

• Assess the demand for a new CGS for MSMEs, identify risks and opportunities and suggestions for key design features.

2. Jordan

Digital transformation strategy of the Jordanian Loan Guarantee Company -

• Review results of previous Jordanian Loan Guarantee Company (JLGC) analysis and identify areas for improvement;

• Review key business processes at JLGC and identify areas for efficiency 2 improvement;

• Conduct consultations with JLGC and stakeholders on the requirements for digital strategy;

• Prepare the draft of the digital transformation strategy.

• a) assessing the existing non-banking financial instruments regarding the credit schemes for farmers and rural microenterprises, and

• b) developing of the Guarantee Fund for Agriculture and Rural Development Loans to be established under the leadership of Ministry of Agriculture.
